McGeady Sisneros, P.C. has been building and supporting Colorado communities since 1988 by working with developers and local governments to plan and finance the infrastructure necessary for quality residential and commercial development. Water distribution, wastewater treatment and storm drainage systems, parks and recreational facilities, streets and traffic signals may not be the first things that come to mind in choosing where to live or start a business. But they are essential ingredients to successful land development (and redevelopment). They are also costly and legally complex to finance, construct and manage.

That’s where McGeady Sisneros, P.C., comes in. Collectively, our attorneys have extensive experience in:

By specializing in these practice areas, we have become experts at creating and representing special districts to attract private investment to finance public needs and manage infrastructure facilities once they are constructed.

Our clients count on us to keep abreast of changes in state and local law that may affect the success of their projects. Our team approach enables us to dedicate the individual expertise of multiple attorneys to each client’s specific legal needs. We try to make sure our clients are on a first-name basis with the people who are actually working on their projects and issues – from shareholder to paralegal. This enables a client to get good answers and information quickly and cost-effectively. Our team approach also means, when necessary, bringing in experts from other law firms such as Rothgerber Johnson & Lyons, L.L.P., which has extensive experience in government litigation and construction law, issues that commonly arise for special districts.

Special Districts
The core of our practice is representing special districts – multi-purpose metropolitan districts and single-purpose districts, such as fire protection and water-and-sanitation districts. In fact, we serve as general counsel to more than 150 special districts and the list is growing. We are involved in all aspects of special district representation from organization to dissolution. This includes drafting service plans, obtaining city or county approval, acquiring property and rights-of-way, drafting construction management contracts and intergovernmental agreements, developing financing plans, structuring debt, and assuring compliance with all local and state laws governing quasi-municipal corporations concerning elections, meetings and open records.

We provide our clients with technical assistance in contract bidding, drafting construction and construction management contracts, and monitoring compliance with local laws governing construction contracting by governments. For construction-related litigation, we have established a support relationship with Rothgerber Johnson & Lyons, L.L.P. to make sure that our clients have access to the best available expertise in this area. We also know that with growth comes growing pains, particularly when a community is divided over if, where and how to grow. For this reason, we strive to develop positive working relationships with and among our clients, local government officials, city and county planners, and other attorneys. To all of our relationships, we bring our expertise, professionalism, a strong ethical commitment . . . and a healthy sense of humor.

Municipal Finance
We understand Colorado law, particularly the limits imposed on municipal and county governments in generating new or additional revenue that is often needed to finance infrastructure development. We understand the many options for financing infrastructure construction and operation. The core of our practice is representing special districts that have the authority to issue tax-exempt bonds to finance public improvements. We also have extensive experience in negotiating cost-sharing and revenue-sharing agreements among multiple governmental jurisdictions and private entities.
