Special
Districts
The core of our practice is representing special districts
multi-purpose metropolitan districts and single-purpose
districts, such as fire protection and water-and-sanitation
districts. In fact, we serve as general counsel to more
than 150 special districts
and the list is growing. We are involved in all aspects
of special district representation from organization to
dissolution. This includes drafting service plans, obtaining
city or county approval, acquiring property and rights-of-way,
drafting construction management contracts and intergovernmental
agreements, developing financing plans, structuring debt,
and assuring compliance with all local and state laws
governing quasi-municipal corporations concerning elections,
meetings and open records.
We provide our clients with technical assistance in contract
bidding, drafting construction and construction management
contracts, and monitoring compliance with local laws governing
construction contracting by governments. For construction-related
litigation, we have established a support relationship
with Rothgerber
Johnson & Lyons, L.L.P. to make sure that our
clients have access to the best available expertise in
this area. We also know that with growth comes growing
pains, particularly when a community is divided over if,

Municipal
Finance
We understand Colorado law, particularly the limits imposed
on municipal and county governments in generating new
or additional revenue that is often needed to finance
infrastructure development. We understand the many options
for financing infrastructure construction and operation.
The core of our practice is representing special districts
that have the authority to issue tax-exempt bonds to finance
public improvements. We also have extensive experience
in negotiating cost-sharing and revenue-sharing agreements
among multiple governmental jurisdictions and private
entities.
